School Boundary Review

February 5, 2025 Update

Dear Families (Millbrook/South Cavan Public School and North Cavan Public School),Ìý

We continue to work toward the building of a new elementary school in Millbrook, with 481 elementary student spaces and 73 licensed child care spaces, in the ‘Highlands of Millbrook’ subdivision located at Fallis Lane & County Road 10.

Thank you to all the families and community members who attended the school boundary meeting in November. Last evening, school board staff brought an update to the Board’s Resource Committee meeting, reviewing the feedback from that meeting and the online submissions.

The report noted that:

    • community feedback strongly supports a JK to Grade 8 model due to the benefits of fewer transitions, stronger peer and staff relationships, leadership opportunities for older students, and community continuity.
    • A large portion of feedback focused on the impact of boundary changes on North Cavan PS. Many families are concerned with the proposed boundary adjustments that could split up established friend groups or require children to switch schools’ mid-way through their elementary years. Many families requested that current North Cavan PS students receive legacy status, allowing them to finish at their current school and continue to Crestwood for Grades 7 to 12, rather than being moved to the new school, and then transitioning to Kenner Collegiate Vocational Institute (CVI).
    • although not presented as an option, a significant number of respondents suggested an alternative model where one school serves JK to Grade 3 and the other serves Grades 4 to 8. This approach is advocated to keep friend groups together, allow each school to specialize in early years versus junior/intermediate years, and avoid dividing the community by neighborhood boundaries.

Administration continues to review the feedback that was received, along with continuing to explore other areas that require further consideration.

As part of the build process, the board also continues to work through the process to finalize a purchase and sale agreement for the school property.Ìý

To allow additional time to consider the feedback, refine the concepts and complete the land acquisition process, the board is pausing the boundary process in the short term. As a result, the previously scheduled next boundary meeting of February 26, 2026 meeting will be postponed to a later date.

School Preview Meeting


On November 4, 2025, students, parents, caregivers, staff and community were invited to a School Preview Meeting to share feedback about the proposed design, and to support visioning for the new school community.

New School Build Update

We are excited to be moving forward with a new elementary school in the Millbrook area. School board staff provided an update to the Board of Trustees at the June 19 Board Meeting about the ongoing work and planning to support the building of the new school.Ìý

As you know, in January, the Ministry of Education announced a $24.2M capital funding investment for a new elementary school in Millbrook, with 481 elementary student spaces and 73 licensed child care spaces, located at Fallis Lane & County Road 10 in Cavan Monaghan’s Towerhill subdivision.

The project is progressing through early design stages, with key milestones being closely monitored to maintain alignment with Ministry of Education timelines. Once the initial site plan and drawings are complete, the next step in the process will be to collaborate with students, staff and the community to help inform visioning and establish community needs for the new school.

Specific planning updates and anticipated timelines for this project include:

-ÌýÌýÌýÌýÌýÌýÌýÌýÌý Ë¿¹ÏÊÓÆµ staff are currently working with the architect to finalize the space template for Ministry of Education approval, which is a prerequisite for proceeding to detailed design.

-ÌýÌýÌýÌýÌýÌýÌýÌýÌý The procurement of the school property is expected by spring 2026.

-ÌýÌýÌýÌýÌýÌýÌýÌýÌý Ë¿¹ÏÊÓÆµ staff are working to secure the site plan agreement so that construction can begin immediately once the purchase is finalized.

-ÌýÌýÌýÌýÌýÌýÌýÌýÌý The school is scheduled to open fall 2027.

New School Funding Announcement

Dear Families,

We are very pleased to share that the Ontario government announced funding yesterday for a new Towerhill North Neighbourhood elementary school in Millbrook.Ìý

The $24.2 million in funding will support the creation of 481 elementary student spaces and 73 licensed child care spaces in Millbrook, announced as part of the Ministry of Education’s Capital Priorities Program.ÌýÌý

We greatly welcome this new capital funding as a positive step towards addressing the enrolment pressures we are experiencing in the Township of Cavan Monaghan.ÌýÌý

We look forward to the building of this new school, which will benefit students and families for many years to come.Ìý
